Warships as neutral diplomatic space

A warship can host talks or provide a safe operating base for diplomats when a crisis makes shore facilities unreliable.

Notes

At the low end of escalation, a naval visit can give two tense parties a neutral place to talk without either side yielding its own territory. Spare accommodation aboard a Type 31 could host the talks, support an ambassador, or receive an evacuated embassy team. Sierra Leone provides the example of a ship serving as a secure base for diplomats during a crisis. These uses turn spare space and ship design into practical diplomatic capability. Port visits can therefore support negotiation and crisis management as well as ceremony.
