The right carrier or cruiser for Britain need not be right for the United States, Japan, Italy, or Germany because each navy faces different missions and constraints. A design must fit national needs, available money, manpower, and industrial capacity rather than an abstract ranking of ships. Trouble begins when a navy demands a capability beyond its practical route of development or underfunds the solution in the hope of escaping the tradeoff. A smaller power may even choose a capability that is not its ideal independent fit when that contribution makes it indispensable to a larger ally.
