Why warrant officers practiced strategic planning

Strategic exercises drew on warrant officers' practical experience and prepared them to connect shipboard decisions with the force's wider purpose.

Notes

Senior warrant officers at Greenwich tackled strategic planning problems in 1925. These exercises gave course members experience of questions normally handled by specialist planners. Warrant officers also brought practical knowledge that could produce ideas absent from the commissioned officer corps. In war they would advise senior officers and help sustain maintenance, logistics, and damage control. Understanding the force's wider intentions allowed them to make better decisions in those responsibilities.
