A chapter can keep substantial numbers of aspirants outside its count of full Space Marines. That offers a way to remain formally compliant with chapter limits while preparing more personnel. Those trainees can become full Marines quickly when needed. In this fictional example, replacement capacity depends on the pool already in training as well as the formation's present strength.
