Where French steampunk ships fit in Warhammer 40,000

Which Warhammer 40,000 faction would receive the French steampunk-style ships?

Orks are the immediate choice, with the Mechanicum also suggested. A Dark Angels proposal prompts disagreement over whether their old technology fits such primitive-looking ships.

Orks receive the immediate vote, although their usual style is described as dieselpunk. The Dark Angels are a dissenting suggestion because of the old equipment kept in their vaults. That comparison draws the objection that the Dark Angels' stored technology is much more advanced than these ships imply. The Mechanicum is another proposed match for the industrial appearance.
