A long historical wargame can give a country an unrealistically consistent strategy when one person controls it throughout. Rotating players every few turns is proposed as a way to represent new leaders taking power. Some players can leave the active game to become referees while former referees take over countries. The method interrupts personal continuity, although it still cannot remove all the difficulties of modeling political leadership.
