The strength of an agreement depended on the governments and individuals interpreting it, not on its label alone. Conservative and Liberal readings of the Entente Cordiale differed, and a settlement of colonial disputes did not itself require military intervention. A diplomatic system designed around Bismarckian pragmatism was increasingly being operated by more emotive and ideological actors. International meetings and durable institutions cannot guarantee peace, but they can expose different assumptions before a crisis becomes violent. The crises therefore narrowed choices and shaped expectations without mechanically causing the First World War.
