Unpredictable wars make reserve capacity valuable

Because wars arrive on their own timetable and ships take years to build, retaining recoverable capability can matter more than peacetime efficiency alone.

Notes

The Falklands example shows that conflict rarely arrives at a convenient time. Ships, armoured vehicle programmes, and complex capabilities can take years to rebuild after abolition. An all-or-nothing force may discover that gap only when a crisis makes the capability urgent. Retaining trained people and recoverable equipment preserves options before the crisis begins.
