War redirected the construction program

The outbreak of war shifted British industry toward immediate Atlantic and Mediterranean needs, delaying equipment aimed at a future Far Eastern war.

Notes

The Royal Navy did not publish a fully fixed plan, but its oil stockpiles, existing tankers, and procurement patterns reveal a strategy built around expected time and budget. Once war began in Europe, merchant hulls, escort carriers, escorts, amphibious vessels, and convoy shipping competed directly with fast tanker construction. Large projects, including capital ships, carriers, and projected fast oilers, were paused while industry met immediate wartime needs. The Wave class therefore reflects design development under a wartime reordering of industrial priorities.
