The War of the First Coalition sets the invasion context

Revolutionary France fought a changing European coalition while mass conscription created a model Napoleon would later use.

Notes

During the War of the First Coalition, monarchical France became a republic while fighting a large but changing group of European powers. The Dutch Republic became the Batavian Republic in 1795, one example of the political shifts during the war. France introduced mass conscription in 1793, creating a model of mobilization that Napoleon would later exploit. British naval history often emphasizes the evacuation from Toulon and the Glorious First of June as evidence of operational strength. Fishguard shows that French forces could still slip an expedition toward Britain.
