The Os and Ps were the first two emergency flotillas and reused the J design. At the nominal eight ships per flotilla, fifteen flotillas would give 120 ships. The count includes a final flotilla that never reached completion. The figure therefore describes the programme's theoretical scale and does not establish how many ships entered service.
