Walter Hose spent almost thirteen years fighting to preserve the navy as an independent service. His title changed from director to chief of naval staff after he won an initial round of that struggle. When the naval college and sailor-training establishment faced closure, he redirected some of their funding into the volunteer naval reserve. The reserve gave Canada an organisation around which its wartime navy could expand. Retaining that capacity required years of political resistance to dismantling the service.
