Vineta visited Port-au-Prince after the German gunboat Panther had sunk a Haitian gunboat during the country's civil war. The mission was intended to smooth relations and discourage the crisis from widening into a conflict with Germany. Her presence therefore performed a different kind of gunboat diplomacy from the armed landing in Venezuela: reassurance after force had already been used. Cruisers could be sent to manage the political consequences of actions by smaller station vessels. Vineta then returned to Venezuelan waters in time for the larger international crisis there to erupt.
