Victory opens Baltic pressure and intensifies submarine war

Heavy High Seas Fleet losses could make a British Baltic advance more plausible while pushing Germany toward unrestricted submarine warfare sooner and harder.

Notes

A decisive battle changes the strategic options available after Jutland. If the High Seas Fleet has lost enough strength, the Royal Navy could prepare for greater pressure into the Baltic, where British access might threaten the German economy much more directly. The same defeat would make submarines more attractive to Germany because the battle fleet had failed as the principal instrument against British sea power. Germany historically moved toward a more intense trade war in any case, but this scenario could accelerate and strengthen that decision. Naval victory therefore creates a two-sided consequence: more ambitious British surface strategy and more urgent German reliance on U-boats.
