Hose's effort to secure destroyers required lobbying in London and across Canada. His reserve-building work began on a smaller scale, with a company of Victoria businessmen and yachtsmen formed in 1913. The formal Royal Canadian Naval Volunteer Reserve followed in 1922 in this chronology. An informal local initiative thus preceded the reserve's establishment as part of the naval service. Hose's work on ships and personnel continued together before Nelles inherited the task.
