Velasco entered the Spanish-American War anchored at Manila Bay with Rear Admiral Patricio Montojo's Pacific Squadron. She was already in poor material condition and lacked her most powerful weapons when the American squadron arrived. With no armour and little ability to manoeuvre or return effective fire, she was sunk during the battle. Her fate illustrates the danger of committing a neglected presence ship to a fleet action against a prepared opponent.
