Johan van Angelbeek was a diligent and experienced administrator who lacked the forces needed to meet a major invasion. He had governed Dutch India before becoming governor of Ceylon in 1794. The colony was short of senior officers, staff, and military strength. Van Angelbeek continued trying to keep the administration functioning while British and East India Company resources gathered against him. The defeat grew from a structural shortage of imperial defence capacity.
