Valparaiso differs from War of 1812 frigate actions in which both sides displayed comparable skill. David Porter was courageous, but his pursuit of public glory became a tactical and strategic liability. James Hillyar used intelligence and the prospect of British reinforcements to encourage Porter to leave harbor before they arrived. A stronger blockade risked keeping Essex in port and tying down British frigates for the rest of the war. Hillyar therefore sought to shape Porter's expectations as well as the eventual terms of battle.
