The V1 experience clarified that Germany needed larger, more capable boats, and the V25 class provided that answer. Yet the realization arrived in 1912-13, just as Army pressure closed the financial contest with Britain. Of the eventual 71 boats, 57 were built during World War I and 62 were lost during the conflict. Only 32 were in service by Jutland, so limited availability prevented the class from replacing the older flotillas at once.

The V25 correction came after the naval race ended
The capable V25 class corrected the V1 experiment, but most boats arrived during World War I and could not repair the prewar force structure in time.
