How U.S. military benefits support larger crews

Population, political incentives, health care, pensions, housing, education, and hiring advantages help the United States recruit and retain the manpower behind crew-heavy practice.

Notes

The panel returns to the manning question by looking beyond ship technology to the American labor market. A large population gives the services a broad recruiting pool, while dismissing thousands of voting service members can carry a visible political cost. Medical coverage, pensions, advantageous home loans, education, housing, food, and preferential hiring can make enlistment attractive relative to civilian work. Some of those benefits are less distinctive in European states with national health systems and stronger civilian provision. Larger U.S. crews therefore rest partly on social policy and recruitment incentives, although that does not prove every authorized billet is operationally necessary.
