Reversing Anglo-American prewar fleet priorities

Atlantic basing would spare the main American fleet a Pearl Harbor strike, while expanded British repair bases would draw more ships toward the Far East.

Question

What if the United States focused on the Atlantic and Britain on the Far East before the Second World War?

Short answer

The main US fleet would avoid the Pearl Harbor attack, and better British bases at Singapore and Ceylon could support a larger Far Eastern force.

Notes

An American battle fleet based mainly in the Atlantic would be outside Japan's Pearl Harbor attack and would probably begin the war under Ernest King's command. A larger British force in the Far East would require stronger bases at Singapore and Ceylon. Those repair facilities could also attract ships damaged in the Mediterranean. Their presence would enlarge the British formation in the Indian Ocean, even when some ships belonged to it mainly for administrative reasons. The resulting concentration would change the naval balance at the start of the Pacific War.
