Gorshkov moved from watch officer to navigator, flagship navigator, and command of the guardship Buran in only a few years. This was both fast tracking and evidence of a navy desperately short of qualified officers after revolution and political violence. The Uragan class was modest, about 500 tons with two four-inch guns and torpedoes, but it was among the largest warships Soviet industry could then produce itself. Command of one gave Gorshkov real responsibility while exposing him to the limits of the fleet he would later transform.

An officer shortage put Gorshkov in command within three years
Rapid promotion from navigator to Uragan-class guardship commander reflected both his competence and the Soviet Navy's revolutionary-era personnel churn.
