Gorshkov received his first command, a small Uragan-class guard ship, after only about three years of active service. Its escort role, compact armament, and place in an eighteen-ship class connect his career with early Soviet serial naval construction. The navy then sent him through a dedicated destroyer-command course because rapid promotion had left many young officers short of practical experience. In 1937 he took command of a new destroyer after roughly five years aboard ships and five years in training. His promotion to destroyer-brigade staff and then brigade commander shows how individual competence and institutional personnel scarcity reinforced one another.

First command, destroyer training, and the Soviet officer shortage
Command of an Uragan-class guard ship and a new destroyer shows both Gorshkov's ability and the Soviet Navy's urgent effort to train young commanders.
