A unified Army-Navy war plan against Germany

A stronger naval staff gives the Committee of Imperial Defence a better chance to reconcile Army and Navy plans before war with Germany.

Notes

Sir George Clarke's historical effort to create a unified plan lacked enough political backing: Haldane supported him, but the prime minister did not act. In the counterfactual, Haldane and Lloyd George can press together for coordinated Army and Navy assumptions. Their case also appeals to Lloyd George's concern with efficient spending. The British Expeditionary Force would probably still go to France, within a more coordinated approach to war with Germany.
