Why a sister ship for Unicorn still requires a new order

HMS Ocean is the likely name for a sister ship, but continued work on Unicorn would not authorize that additional hull by itself.

Question

Would avoiding the pause give HMS Unicorn a sister ship?

Short answer

Possibly, and the intended name was HMS Ocean, but Britain would still have to order the additional ship.

Notes

A sister for Unicorn would still need a separate order. Continuing the existing ship makes an additional hull possible without guaranteeing it. The intended name for Unicorn's sister was HMS Ocean.
