Separating game victory values from operational fleet value

The campaign can score one advanced British loss as worse than several French losses, but fleet scale, crew, and specialized utility change the operational judgment.

Notes

A seemingly lopsided battle raises the question of whether the game will score it as a win. The game can call an action a draw or loss when one highly valued British ship is exchanged for several less valuable French hulls. Nominal price or combat power is different from marginal fleet value when many comparable ships remain available. Crew and specialized utility are still genuine losses, so personnel and capability may matter more than the number of hulls destroyed.
