The fourth ship, Ukraina, survived as an unfinished product of Soviet planning. Ukraine considered completing the vessel for export and retained enough of the inherited defense industry to make that plausible. China was the likely buyer, yet a second-line Soviet cruiser did not meet the same needs as the former Soviet carrier China acquired from Ukraine. The ship remained uncommissioned after the strategic system that had justified the class disappeared.
