Turreted secondary guns become a manpower reform

Replacing sixteen casemate guns with eight turreted weapons preserves a broadside while sharply reducing gun crews.

Notes

Henderson can defend turreted secondary armament in financial and personnel terms rather than relying only on combat theory. Sixteen single casemate guns require crews for weapons that cannot all bear on one side at once. Eight guns in twin turrets can deliver the same eight-gun broadside while roughly halving the number of gun positions to man. The example shows how a design change can improve weather protection and firing arcs while answering the Admiralty's chronic concern about trained manpower.
