Tsushima sits on the development path from Lissa toward the dreadnought era. Lissa hinted at ramming, salvo fire, and longer-range gunnery, while Tsushima showed what the emerging system could accomplish. Simply calling ships battleships, or counting their largest guns, says little about whether a fleet can fight effectively. Cruisers and destroyers provide scouting, screening, and the ability to shape an opponent's movements, so a battle fleet must be balanced rather than merely heavy.
