Japanese refits and an unready battle line

Japan's 1939 battle fleet has no Yamato-class ships and several important units caught in refit, limiting a rapid response to war.

Notes

The nominal Japanese battle line contains ten Nagato-, Ise-, Fuso-, and Kongo-class ships, with no Yamato-class unit ready. At least two battleships are in reserve, and the time needed to reactivate them is uncertain. Hiei is stripped down for a reconstruction that cannot be reversed quickly, while Aoba- and Takao-class cruisers are also caught in lengthy work. A fleet list therefore overstates the combat power Japan could place at sea on short notice. The Royal Navy had already rehearsed reserve mobilisation during the Abyssinia crisis, the Spanish Civil War, and later pre-war alarms. Those rehearsals give Britain a practical readiness advantage before individual ship quality is compared.
