Part four adds the German and Italian dictatorships to a British, French, Soviet, Chinese, and American coalition. Both regimes seek international prestige and do not want to remain spectators while a major Asian war reshapes the balance of power. Japan had limited value to either regime at this point, so a temporary alignment against it remains plausible within the scenario despite their later wartime partnership. The episode also introduces later possibilities in which Germany and Italy might attack the Allies or the United States might support Japan.
