Chapter ยท 11:46-12:15

Treaty comedy as strategic perspective-taking

Comic institutional voices test the competing realities beneath a formal naval treaty.

Notes

Students and academics found the caricatures disturbingly recognizable because each complaint grows from a real institutional problem. The method asks viewers to consider what the Washington settlement felt like to each navy instead of treating the signed ratios as the whole story. Budgets, force requirements, political pressures, and industrial limits give each personified navy a coherent point of view. The question, "what was it really like?", frames the skit as historical perspective-taking. Dramatization exposes competing realities that formal treaty language can hide.
