Training hulks and the risk of remilitarization

Article 13's stationary training-ship rules address the danger that a retained hull could later return to military service.

Notes

Japan later returned a retained training vessel to military use after it had been spared scrapping. The discussion leaves open whether remilitarisation was already intended in 1930, while treating it as a possibility treaty writers had to anticipate. Article 13's rules for stationary training establishments and hulks therefore addressed the military potential preserved in a vessel assigned to a non-combat role. The exchange also recognises that delayed disposal could have legitimate causes, so enforcement had to distinguish delay from evasion.
