The Gloucester subgroup carried particularly large crews and could embark personnel beyond its marine detachment. The ships often transported an Army company as well, giving commanders manpower for duties away from a developed base. That capacity made the cruisers useful for imperial policing and visible presence as well as commerce protection and interdiction. Crew size and accommodation were therefore integral to the class's peacetime operational role.
