The design begins with scout-cruiser needs but adds enough armament for commerce defence and later cruiser combat. Six-inch guns can badly damage a merchant raider, while the lighter weapons deal with destroyers and smaller craft. Later variants increase the six-inch battery as fighting other cruisers becomes more likely. Torpedoes provide deterrence because even a stronger pursuer must account for a fast ship manoeuvring into a dangerous attack position.
