A small action tightens the blockade psychologically

Even after Pellew withdrew much of the fleet to Majorca, the French remained cautious because the sudden British reinforcement had made the blockade seem tighter than it was.

Notes

The 5 November clash did not destroy the French squadron, but it strengthened the blockade's deterrent effect. French officers had seen heavy British ships arrive when weather seemed to have driven them away. Even after Pellew took much of the fleet to Majorca, reports that the main force was absent were less credible. Repeated minor actions and uncertainty could therefore confine a fleet without a decisive battle.
