Cheap torpedo craft can threaten far costlier ships

Two torpedo boats are unlikely to win outright, but even one hit could inflict damage far beyond the value of the attacking craft.

Notes

The two torpedo boats have little chance of winning the battle outright. Their value lies in the possibility that one hit could cause far more damage than the boats themselves are worth. They are asymmetric threats rather than miniature line combatants. In the simulation, risking cheap torpedo boats can make sense despite poor survival odds because a successful attack against a capital ship changes the exchange sharply.
