Why larger destroyers were busy elsewhere

Torch and Mediterranean demands limited the larger destroyers available for Arctic convoy work.

Notes

The absence of Tribal-class destroyers from this Arctic force reflected commitments elsewhere. Operation Torch and the continuing Mediterranean campaign kept larger fleet destroyers occupied. As those demands eased, the composition of the Arctic escort forces changed. Canadian Tribals entering service also increased the number of larger destroyers available.
