Chapter ยท 18:22-19:43

Timeline decides whether to design or adapt

Early planning buys time for a new design; an urgent gap usually forces adaptation of an existing domestic or foreign ship.

Notes

A navy that identifies a replacement need ten years ahead has time to research and design a purpose-built answer. Its planning must account for both the old ships' retirement dates and threats expected twenty or thirty years ahead. If a capability gap is imminent and life extension is unavailable, the practical answer is usually to adapt a design already being built at home or abroad. A rolling review of ship condition and future requirements preserves the option to develop something new.
