Why Tiger was not rushed into action before she was ready

Beatty resisted an early deployment while bad weather, curtailed training, and three failed dynamos left the costly new battlecruiser able to fight but unlikely to fight well.

Notes

Tiger's speed and armament made her an attractive reinforcement, but commissioning a powerful hull did not instantly produce an effective warship. Beatty reported that bad weather had impeded training and that three of the ship's four dynamos were out of action, leaving her unprepared and inefficient despite her willingness to fight. Those deficiencies justified keeping a £2.6 million capital ship out of action until they were corrected. Beatty's limited enthusiasm for using Tiger as his flagship may also have reflected his desire to obtain a Queen Elizabeth-class fast battleship, since accepting Tiger could weaken that case.
