Why gun range exceeds effective fire-control range

A high-velocity 9.2-inch cruiser gun could reach extreme range, but finding and maintaining a firing solution against a moving ship remains the limiting problem.

Notes

The proposed armament ranges from eight to twelve 9.2-inch guns, with nine considered the likely choice. The British 9.2-inch Mark XII provides a starting point for the proposed Tiger Cub armament. A range of about 39,000 yards with supercharges is cited for its monitor use, where high elevation and stationary targets were available. Machine-assisted loading is projected to raise the sustained rate from about two rounds per minute with manual loading to four to six. Those figures do not guarantee hits on a moving cruiser. At long range, target manoeuvres and shell flight time can defeat even good fire control, so the practical limit becomes maintaining a firing solution.
