When smaller Tiger Cub cruisers become economical

Tiger Cub cruisers make sense when a full battlecruiser becomes too expensive to provide flagships and heavy escorts in every distant theater.

Question

Would rebuilding HMS Tiger make production of smaller Tiger Cub cruisers more likely?

Short answer

No; the strongest case for Tiger Cubs comes earlier, when battlecruiser costs outgrow the need for numerous distant-station cruisers.

Notes

A Tiger Cub program fits the period before the First World War rather than the aftermath of a hypothetical 1930s reconstruction of HMS Tiger. Early Invincible-class battlecruisers cost only moderately more than armored cruisers, so their added capability justified the premium. By the time Tiger cost roughly £2.6 million, a cruiser near £1.1 million could again fill distant-station and flagship roles far more economically. In a later war, a similar concept would only return if capital ships were too slow to build and carriers needed affordable heavy escorts.
