A one-dimensional campaign lets Britain optimize escorts for a single danger. Credible submarine, surface, and carrier threats instead force convoys to carry mixed protection and keep battleships and cruisers available as distant cover. Germany does not have to execute every possible attack for those threats to slow trade and tie down escorts; they only have to remain credible. The naval commander lacks authority over Condor aircraft because their production remains under Hermann Göring's control. Germany also needs more U-boats, but Göring's control of production places the same institutional constraint on naval construction. Moving that authority away from him is part of the proposed reform because strategy is useless without the units to carry it out.

Why diverse threats matter more than German sinkings alone
Submarine, surface, and air threats force Britain to spread escorts and heavy ships across several defensive problems, even when Germany does not attack.
