Third Sea Lords and procurement continuity

The Third Sea Lord proposal uses a long-serving uniformed procurement lead to preserve continuity while explaining tradeoffs to ministers and Parliament.

Notes

A Third Sea Lord-style office would place a senior serving officer in charge of procurement continuity and explanations to ministers and Parliament. A term of about six years would allow time to understand the system, implement changes, and outlast several ministers. The successor would join at the end of the incumbent's fifth year and spend a year learning alongside them before taking over. With that overlap, two or three successive officers could provide continuity across a lengthy procurement programme. Remaining in active service would give the officer a personal stake in ships or units they might later command. The proposal transfers programme control while retaining civilian authority over spending, and includes regular explanations to the Defence Select Committee. Ministers could still change direction, but would have to confront the consequences of changes that otherwise leave ageing frigates undergoing further life extensions while replacement decisions are deferred.
