Chapter · 2:37-10:56

Why the Third Sea Lord could shape the whole fleet

The Third Sea Lord's control of construction, engineering, ordnance, dockyards, and scientific work made the office a central engine of Royal Navy policy.

Notes

The Third Sea Lord and Controller connected fleet requirements to naval construction, engineering, ordnance, dockyards, and scientific work. That span made the office central to nearly every Admiralty discussion about whether ships could be designed, equipped, repaired, or made ready. The incumbent also had to explain spending and secret research to the Treasury, Parliament, and senior politicians. A capable officer who remained in post for years therefore built both technical knowledge and a political network, giving him leverage that could rival the First Sea Lord on procurement questions.
