Chapter ยท 17:30-20:45

The third offset becomes a technology race

Unlike earlier offsets aimed at enemy mass, the third offset increasingly uses costly technology to counter opposing technology.

Notes

The first two offsets had clear asymmetries: nuclear weapons and then conventional precision technology against numerical mass. In this interpretation, the third offset is harder to distinguish from an arms or technology race because it uses expensive technology to counter rival technology. Platform value also depends on geography: a Global Hawk may be awkward in confined seas but highly useful for persistent surveillance across the Pacific, Atlantic, or Indian Ocean. No universal system fits every theatre and mission.
