The Vichy loyalty dilemma

Operation Menace was shaped by difficult loyalties rather than by a simple division between obvious heroes and villains.

Notes

Operation Menace emerged from difficult choices about loyalty within the defeated French state and empire. French colonial officials and officers far from metropolitan France had to decide whether loyalty lay with the recognised government or with a France that refused defeat. Their later reputations depended heavily on which side won and how events were remembered. This political uncertainty helps explain why British and Free French plans for Dakar rested on assumptions that could fail.
