The fleets at Texel and the British command

The Dutch fleet drew on several admiralities, while the opposing side combined French ships with a British contingent organized by Charles II. Its officers came from Scotland, Ireland, Wales, and England.

Notes

The Dutch fleet combined forces from several separate admiralties. Its opponents were French and British, although the British contingent is often called simply English. Charles II ruled across the British Isles and organized that fleet, whose officers included Scots, Irish, Welsh, and English personnel. Sailors from those communities served alongside people from elsewhere. That mix supports the argument for calling it a British fleet.
