Question

Why rebuild the old battleship Texas to meet the hypothetical Soviet threat?

Short answer

She is too old for that reconstruction. The Virginia-class cruiser USS Texas is already available in the 1980 setting.

Notes

The old battleship Texas is considered too old to rebuild for this scenario. Building a new ship with the name would be a different proposal. The follow-up identifies a Virginia-class nuclear cruiser named USS Texas as already in service by 1980 and available for the contemporary fleet.
