After reaching Singapore, Terror spent much of the remaining interwar period testing and practising with the base's shore batteries. One exercise used a target towed by HMS Berwick, a County-class heavy cruiser, alongside other live-fire drills. The exercises were intended to improve the performance of Singapore's guns before war returned to the region. Terror therefore served as a training platform for the base's defences as well as a temporary 15-inch battery.
